Disney never finished there region 1 DVD releases.

Is this a series Madman can pick up the license for?

No, Disney have never sub-licensed any of their own cartoon series.

Only the later cartoon series through Jetix, have been released via other companies.

The Jetix shows have not even gotten any serious DVD releases.

A Totaly Spies DVD here and there, but no Martin Mystery or Alpha Teens on Machines.

These could also be cool as DVD releases.

Yes, only partial DVD releases of a few Jetix series by Magna Pacific and MRA Entertainment Group so far. With series been poorly handled by both companies.

21 episodes of Alpha Teens on Machines were released over 7 DVD volumes by MRA Entertainment Group in the past, but they are out of print now.

Was Martin Mystery shown on Pay-TV? it is one of the few Jetix series that have never been shown on free to air TV.

Personally I would like to see Jetix's best series (Oban Star-Racers and Super Robot Monkey Team Hyperforce Go!) get decent local DVD releases. Oban Star-Racers has at least been released on DVD in UK/USA, but Super Robot Monkey Team Hyperforce Go! has not got any DVD releases worldwide.
